COLONEL REYNOLDS WAS RELIEVED FROM ASSIGNMENT AND DUTY AT BOLLING FIELD. THE REPORTING DATE WAS SHOWN THEREON AS AUGUST 26. COLONEL REYNOLDS WAS RELIEVED FROM STUDENT DETACHMENT. REIMBURSEMENT IN THE SUM OF $15.84 FOR THE RETURN TRAVEL WAS EFFECTED ON THE VOUCHER HERE INVOLVED. UPON AUDIT OF SAID VOUCHER EXCEPTION THERETO WAS TAKEN FOR THE REASON THAT NORFOLK APPARENTLY WAS A TEMPORARY STATION INASMUCH AS THE COURSE OF INSTRUCTION BEGINNING ON OR ABOUT SEPTEMBER 1. IS ORDERED TO MAKE A PERMANENT CHANGE OF STATION. PROVIDES THAT ORDERS DIRECTING A PERMANENT CHANGE OF STATION WILL INCLUDE THE WORDS "PERMANENT CHANGE OF STATION. REYNOLDS ON VOUCHER NO. 141735 IN THE MARCH 1948 ACCOUNTS OF COLONEL WITCHER AS REIMBURSEMENT FOR TRANSPORTATION OF COLONEL REYNOLDS' DEPENDENTS FROM NORFOLK, VIRGINIA, TO WASHINGTON, D.C.

BY PARAGRAPH 29, SPECIAL ORDERS NO. 90, DATED MAY 7, 1947, COLONEL REYNOLDS WAS RELIEVED FROM ASSIGNMENT AND DUTY AT BOLLING FIELD, WASHINGTON, D.C., AND ATTACHED UNASSIGNED TO STUDENT DETACHMENT, ARMED FORCES STAFF COLLEGE, NORFOLK, VIRGINIA, FOR A COURSE OF INSTRUCTION BEGINNING ON OR ABOUT SEPTEMBER 1, 1947, "PCS." THE REPORTING DATE WAS SHOWN THEREON AS AUGUST 26, 1947. BY PARAGRAPH 25, SPECIAL ORDERS NO. 41, DATED NOVEMBER 14, 1947, COLONEL REYNOLDS WAS RELIEVED FROM STUDENT DETACHMENT, ARMED FORCES STAFF COLLEGE, NORFOLK. VIRGINIA, UPON COMPLETION OF "PRESENT COURSE OF INSTRUCTION O/A 17 JAN 1948," AND ASSIGNED TO HEADQUARTERS, UNITED STATES AIR FORCE, WASHINGTON, D.C., FOR DUTY, "PCS." COLONEL REYNOLDS" DEPENDENTS (WIFE AND THREE MINOR CHILDREN) APPARENTLY TRAVELED FROM WASHINGTON, D.C., TO NORFOLK, VIRGINIA, INCIDENT TO THE ORDERS OF MAY 7, 1947, AND ON JANUARY 18 AND 19, 1948, THEY RETURNED AT PERSONAL EXPENSE. REIMBURSEMENT IN THE SUM OF $15.84 FOR THE RETURN TRAVEL WAS EFFECTED ON THE VOUCHER HERE INVOLVED. SECTION 12 OF THE PAY READJUSTMENT ACT OF 1942, 56 STAT. 365, 366, PROVIDES, INTER ALIA, THAT WHEN ANY OFFICER, WARRANT OFFICER OR ENLISTED MAN ABOVE THE FOURTH PAY GRADE, HAVING DEPENDENTS AS DEFINED IN SECTION 4 OF THAT ACT, IS ORDERED TO MAKE A PERMANENT CHANGE OF STATION, THE UNITED STATES SHALL FURNISH TRANSPORTATION TO THE NEW STATION FOR SUCH DEPENDENTS OR IN LIEU THEREOF A MONETARY ALLOWANCE MAY BE AUTHORIZED FOR TRAVEL COMPLETED AT PERSONAL EXPENSE. PARAGRAPH 3B, ARMY REGULATION 35-4820, DATED FEBRUARY 5, 1947, PROVIDES THAT ORDERS DIRECTING A PERMANENT CHANGE OF STATION WILL INCLUDE THE WORDS "PERMANENT CHANGE OF STATION," OR THE ABBREVIATION "PCS. "PARAGRAPH 2B, "PERMANENT CHANGE OF STATION," OR THE ABBREVIATION "PCS. "PARAGRAPH 2B TO SCHOOLS WILL BE ON A PERMANENT CHANGE OF STATION BASIS WHERE THE LENGTH OF THE COURSE IS MORE THAN FIVE MONTHS. AS TO THE SCHOOL (OR COURSE) HERE INVOLVED, W.D. CIRCULAR 378, DATED DECEMBER 25, 1946, PROVIDES, IN PERTINENT PART, AS FOLLOWS:

"III. ARMED FORCES STAFF COLLEGE

1. LOCATION. NORFOLK 11, VIRGINIA

"4. COURSES. TWO PER YEAR, COMMENCING FIRST WEEK IN FEBRUARY AND LAST WEEK IN AUGUST, EACH COURSE LASTING APPROXIMATELY 5 MONTHS."

SINCE IT NOW SEEMS CLEAR THAT COLONEL REYNOLDS WAS ASSIGNED, AS FOR A PERMANENT CHANGE OF STATION, TO A COURSE OF INSTRUCTION SCHEDULED TO LAST APPROXIMATELY FIVE MONTHS, THE FACT THAT IT SUBSEQUENTLY DEVELOPED THAT THE COURSE ACTUALLY REQUIRED SLIGHTLY LOSS THAN FIVE MONTHS NEED NOT BE CONSIDERED AS ALTERING THE FACT THAT A PERMANENT CHANGE OF STATION PROPERLY WAS CONTEMPLATED AND DIRECTED BY THE ORDERS. SUCH BEING THE CASE, NORFOLK MAY BE REGARDED AS PERMANENT STATION TO (AND FROM) WHICH TRANSPORTATION OF DEPENDENTS WAS AUTHORIZED. ACCORDINGLY, CREDIT WILL BE ALLOWED FOR THE EXPENDITURE ON THE CITED AND SIMILAR VOUCHERS.
