A firm protested a Department of the Navy determination, pursuant to Office of Management and Budget Circular A-76, that it would retain in-house the performance of central support services for the Pensacola Naval Regional Complex, contending that (1) the in-house plan fails to meet certain requirements and fails to include certain required costs, and (2) the in-house plan does not provide for a level of performance and performance quality that is comparable to that provided for by the protester's proposal. GAO found that (1) the in-house management plan reasonably established the ability of the government to perform the requirements of the work statement and identified and included all necessary costs, and (2)the Navy was not required to make any adjustments to the in-house management plan which was also found to meet the minimum requirements.
