A firm protested a Small Business Administration (SBA) contract award for due diligence services associated with the sales of SBA loans, contending that because SBA's solicitation was unclear about its actual requirements, it should be entitled to the other two of three contracts awarded for these services. GAO held that the solicitation accurately stated its requirements for three contracts for three service periods and could not therefore make additional award to the protester under the solicitation. Accordingly, the protest was denied.
