A firm protested a Federal Railroad Administration (FRA) proposal evaluation for workforce planning and training needs assessment, contending that FRA unfairly concluded that the protester had weaknesses in its proposal. GAO held that (1) FRA properly evaluated the protester's proposal and (2) the protester failed to show that FRA's evaluation was unreasonable. Accordingly, the protest was denied.
