A firm protested the modification of a Department of the Army's contract for ruggedized handheld computers, contending that the engineering change proposed by the Army is beyond the scope of the basic contract. GAO held that the (1) modification does not change the fundamental nature and purpose of the underlying contract, (2) Army included a large array of hardware and software in the original solicitation, and (3) Army stipulated that the successful contractor would use the engineering change proposal process to incorporate technological advances to the required products. Accordingly, the protest was denied.
