Highlights

A firm protested a Navy contract award for depot-level helicopter maintenance services, contending that the Navy's past performance evaluation was unreasonable and inconsistent with the stated evaluation criteria. GAO held that the: (1) Navy's past performance evaluation was consistent with the stated evaluation criteria; and (2) Navy reasonably downgraded the protester due to problems in the protester's past performance. Accordingly, the protest was denied.
