This is our report on a major rule promulgated by the Department of the Treasury. The Department of Health and Human Services' submission of the rule was received by our Office on November 23. It was published in the Federal Register as interim rules with request for comments on October 27. The announced effective date is January 1. The interim rules have an announced effective date of January 1. The Congressional Review Act requires that major rules have a 60-day delay in their effective date following publication in the Federal Register or receipt of the rule by Congress. Whichever is later. 5 U.S.C. Which means that the HHS rule will not have the required 60-day delay in its effective date.
