[Protests of Air Force Contract Award for Omnibus Support Services]
Highlights
Four firms protested an Air Force contract award for omnibus support services, contending that the Air Force's evaluation of the proposals was flawed. GAO held that the Air Force: (1) reasonably evaluated proposals in accordance with the stated evaluation criteria; (2) appropriately evaluated the first protester's proposal and reasonably gave it the highest possible past performance rating; (3) was not required to conduct a cost analysis for time-and-materials contracts; the labor rates indicated the presence of adequate price competition; (4) reasonably evaluated two awardees' proposed reciprocal teaming arrangement; (5) reasonably selected two awardees over the fourth protester as small disadvantaged businesses; and (6) was not required to conduct discussions. Accordingly the protests were denied.
