Two firms protested an Air Force contract award for digital airport surveillance radar systems, contending that: (1) their proposals were improperly evaluated; and (2) the Air Force failed to disclose during discussions the methodology used to evaluate proposals. GAO held that the: (1) bid evaluations were reasonable and consistent with the evaluation criteria; (2) Air Force was not required to disclose its methodology for evaluating proposals under the stated evaluation criteria; and (3) Air Force performed an appropriate cost-technical tradeoff in selecting the awardee's higher-priced, technically superior bid. Accordingly, the protests were denied.
