Questions were raised regarding whether a terminating Office of Independent Counsel (OIC) should be treated as an executive agency separate from the Department of Justice (DOJ) for the purpose of disposing of excess personal property. It was determined that DOJ could require a terminating OIC to deliver its excess property to DOJ without reimbursement, since OIC are components of DOJ for purposes of federal property management.
