A firm protested the Government Printing Office's rejection of its bid as nonresponsive, contending that it should not have been required to submit a certificate of procurement integrity. GAO held that: (1) GPO properly rejected the protester's bid as nonresponsive, since the protester failed to provide a certificate of procurement integrity; and (2) the protester untimely filed after bid opening its protest of alleged solicitation improprieties. Accordingly, the protest was dismissed.
