A firm protested a Department of Defense (DOD) sole-source contract award, contending that the: (1) the sole-source award was improper, since it was providing the required services under its subcontract with a DOD prime contractor; and (2) awardee was not a qualified 8(a) program contractor. GAO held that the: (1) protester was not sufficiently interested to protest the award, since it was a subcontractor; and (2) Small Business Administration had sole jurisdiction to determine the awardee's 8(a) program status. Accordingly, the protest was dismissed.
