A firm protested an Air Force contract award for a commuter coordinator, contending that the Air Force unduly restricted competition by requiring that proposed personnel complete training courses prior to contract performance. GAO held that the protester untimely filed after bid opening its protest of the alleged solicitation impropriety. Accordingly, the protest was dismissed.
