A firm protested a proposed Federal Bureau of Investigation (FBI) contract award for armor load bearing vests, contending that the awardee gained an unfair competitive advantage by employing a former FBI employee who had access to inside information. GAO held that there was sufficient evidence that the employee disclosed inside information, which allowed the awardee to gain an unfair competitive advantage. Accordingly, the protest was sustained, and GAO recommended that FBI: (1) disqualify the awardee from the competition; and (2) reimburse the protester for its protest costs.
