A firm protested a Navy contract award for registered nurse services, contending that the Navy: (1) unreasonably evaluated its technical proposal; (2) improperly made award on the basis of initial proposals without holding discussions; and (3) made an unreasonable cost-technical tradeoff decision. GAO held that the protester: (1) raised issues that were resolved in an earlier protest decision regarding the same procurement; and (2) failed to timely pursue its basis of protest. Accordingly, the protest was dismissed.
