A firm protested an Army purchase order for an oil analyzer, contending that it should have received the award, since it offered a functionally equivalent, lower-priced product. GAO held that the protest was academic, since the Army terminated the awardee's purchase order and planned to resolicit the requirement. Accordingly, the protest was dismissed.
