A firm protested a Defense Logistics Agency (DLA) contract award for pouched fruit components, contending that DLA unreasonably evaluated the awardee's technical proposal and contract capacity. GAO held that the protester was not sufficiently interested to protest the award for: (1) 2 line items, since there was an intervening bidder whose eligibility for award the protester failed to challenge; and (2) the third line item, since it conditioned its proposal upon a minimum order commitment that was not possible under the solicitation's specifications. Accordingly, the protest was dismissed.
