[Protest of Navy's Failure to Reject Late Bid]

A firm protested a Navy proposed contract award, contending that the Navy should have rejected the awardee's late bid. GAO held that the Navy properly accepted the awardee's bid, since it was hand delivered before bid opening was announced. Accordingly, the protest was dismissed.
