A firm requested reconsideration of its dismissed protest of the Navy's rejection of its bid. GAO had held that the protester failed to provide sufficient evidence that the Navy violated procurement laws or regulations. In its request for reconsideration, the protester submitted supporting documentation that it inadvertently omitted in its initial protest. GAO held that it would not consider the protest, since the protester failed to support its allegations in its initial protest. Accordingly, the request for reconsideration was denied.

SECRETARY OF HEALTH, EDUCATION, AND WELFARE:

REFERENCE IS MADE TO YOUR LETTER OF OCTOBER 3, 1955, REQUESTING THAT WE WAIVE THE REQUIREMENTS OF GENERAL REGULATIONS NO. 88, SECOND REVISION, DATED NOVEMBER 7, 1950, REGARDING THE EXECUTION AND FILING OF STANDARD FORM NO. 1012-REVISED, TRAVEL VOUCHER, IN THE CASE OF CONFEREES ATTENDING THE WHITE HOUSE CONFERENCE ON EDUCATION PROVIDED FOR BY THE ACT OF JULY 26, 1954, 68 STAT. 532.

THERE ACCOMPANIED YOUR LETTER SAMPLES OF THE DOCUMENTS TO BE USED WITH REFERENCE TO TRAVEL TO THE CONFERENCE. YOU STATE THAT APPROXIMATELY 1700 PERSONS WILL BE INVITED TO ATTEND THAT CONFERENCE AND THAT, WHILE GOVERNMENT TRANSPORTATION REQUESTS WILL BE ISSUED TO THEM FOR PAYMENT OF ROUND-TRIP TRANSPORTATION AND ACCOMMODATIONS, NO PER DIEM OR OTHER REIMBURSABLE EXPENSES ARE INVOLVED IN SUCH TRAVEL.

ON THE BASIS OF THE REPRESENTATIONS CONTAINED IN YOUR LETTER AND SINCE THE DOCUMENTATION PROVIDED FOR SUCH TRAVEL WILL SATISFY OUR AUDIT REQUIREMENTS, YOU ARE ADVISED THAT YOUR REQUEST IS APPROVED.
