A firm protested a Military Sealift Command (MSC) contract award for shipboard control and monitoring system inspection services, contending that MSC: (1) unreasonably evaluated the awardee's technical proposal; and (2) made an improper award. GAO held that the protester: (1) was not sufficiently interested to protest the award, since it would not be in line for award even if its protest was sustained and failed to challenge the evaluation of the intervening bidder's technical proposal; and (2) untimely filed its supplemental protest of the evaluation of the intervening bidder's technical proposal more than 10 days after it should have known the basis of protest. Accordingly, the protest was dismissed.
