Highlights

A firm protested a proposed Army contract award and the Small Business Administration's (SBA) failure to issue it a certificate of competency, contending that the Army improperly determined that it was nonresponsible. GAO held that it would not consider the protest, since: (1) SBA had sole jurisdiction to determine the protester's responsibility; and (2) there was no evidence that SBA acted improperly. Accordingly, the protest was dismissed.
