A firm protested an Army solicitation for fire alarm system installation, contending that the brand name specifications unduly restricted competition. GAO held that the protester was not sufficiently interested to protest the solicitation, since it was not eligible for the small disadvantaged business award. Accordingly, the protest was dismissed.
