[Protest of DOE Subcontract Award]

A firm protested a Department of Energy (DOE) subcontract award. GAO held that it would not consider the protest, since DOE: (1) regulations no longer provided for GAO review of management and operating contractor procurements; and (2) did not request a review of the subcontract award. Accordingly, the protest was dismissed.
