[Protest of NOAA Subcontract Award]

A firm protested a National Oceanic and Atmospheric Administration (NOAA) subcontract award. GAO held that it did not have jurisdiction to consider the protest, since the subcontract was not awarded on behalf of NOAA. Accordingly, the protest was dismissed.
