[Protest of Navy Rejection of Bid for Helicopter Emergency Egress Devices]

A firm protested the Navy's rejection of its bid for helicopter emergency egress devices, contending that the Navy failed to properly evaluate its bid and test its product. GAO held that the protester untimely filed its protest more than 10 days after it learned of initial adverse action on its agency-level protest. Accordingly, the protest was dismissed.
