A firm protested a National Institute of Standards and Technology contract award, contending that its proposed product was lower-priced and technically equivalent to or better than the awardee's. GAO held that it would not consider the protest, since the protester failed to submit any evidence that the technical evaluation was flawed. Accordingly, the protest was dismissed.
