[Request for Reconsideration of Protest of Coast Guard Solicitation for Solid State Flashers]

A firm requested reconsideration of its dismissed protest of a Coast Guard solicitation for solid state flashers. GAO had held that the protester untimely filed its protest before the solicitation had actually been issued. In its request for reconsideration, the protester contended that the solicitation was effectively in existence at the time it filed its protest, since a synopsis of the procurement was published in the Commerce Business Daily. GAO held that the protest was premature, since the Coast Guard had not issued the solicitation. Accordingly, the request for reconsideration was denied.
