Highlights

A firm protested a Navy contract award for portable shelters, contending that the Navy should have: (1) rejected the awardee's bid as technically unacceptable; and (2) required technical proposals. GAO held that: (1) it would not review the Navy's affirmative responsibility determination, since there was no evidence of fraud or bad faith; and (2) the protester untimely filed after bid opening its protest regarding alleged solicitation improprieties. Accordingly, the protest was dismissed.
