[Protest of Army Bid Rejection]

A firm protested the Army's rejection of its bid as nonresponsive, contending that: (1) its bid bond was enforceable; and (2) the Army improperly made award to the high bidder. GAO held that the Army properly rejected the protester's bid as nonresponsive, since the firm named on the bid bond was not the bidding entity. Accordingly, the protest was dismissed.
