A firm protested a Navy contract award, contending that the awardee's bid price was too low to support contract performance. GAO held that it would not consider the protest, since the protester failed to present: (1) a valid basis of protest; and (2) any evidence that the Navy acted in bad faith or failed to follow definitive responsibility criteria in its affirmative responsibility determination. Accordingly, the protest was dismissed.
