A firm protested an Army solicitation for construction, contending that the Army improperly set it aside for small disadvantaged businesses (SDB), since the: (1) contract's value was too high; and (2) project fell under standard industrial classification codes that were excluded by regulation from the SDB set-aside program. GAO held that the: (1) procurement was not exempt from the SDB set-aside program; and (2) Army properly set the procurement aside for SDB. Accordingly, the protest was dismissed.
