Three firms protested a Department of Energy (DOE) subcontract award for the design of canister systems, contending that the prime contractor: (1) should have awarded multiple contracts as required by the solicitation; and (2) improperly evaluated the cost and technical proposals. GAO held that the prime contractor reasonably: (1) awarded a single contract, since the solicitation stated that one or more contracts could be awarded; and (2) evaluated the cost and technical proposals in accordance with the solicitation's evaluation criteria. Accordingly, the protests were denied.
