A firm protested a Navy contract award, contending that the awardee: (1) was not a small business; and (2) would not be able to meet the solicitation's domestic product requirement. GAO held that the: (1) Small Business Administration had sole jurisdiction to determine the awardee's size status; and (2) issue of the origin of the awardee's product was a matter of bidder responsibility which it would not review. Accordingly, the protest was dismissed.
