[Protest of Army Bid Rejection]

A firm protested the Army's rejection of its bid, contending that the Army improperly excluded its bid from the competitive range. GAO held that the protest was premature, since the Army had not yet debriefed the protester on the basis of its bid rejection. Accordingly, the protest was dismissed.
