[Protest of Metropolitan Atlanta Rapid Transit Authority Contract Award]

A firm protested a Metropolitan Atlanta Rapid Transit Authority (MARTA) contract award, contending that MARTA did not conduct the procurement in accordance with federal procurement standards. GAO held that it would not consider the protest, since: (1) MARTA was not a federal agency; and (2) it had no jurisdiction over MARTA procurements. Accordingly, the protest was dismissed.
