Highlights

A firm protested a Defense Commissary Agency (DCA) contract award for stocking and janitorial services, contending that: (1) the awardee's responsibility was questionable, since its financial condition was uncertain; and (2) DCA should have found the awardee's bid technically unacceptable. GAO held that the protester: (1) was not sufficiently interested to protest the awardee's responsibility, since it would not be in line for award even if its protest were sustained; and (2) failed to provide sufficient evidence to support its allegation that the awardee's bid was technically unacceptable. Accordingly, the protest was dismissed.
