A firm protested the Department of Agriculture's rejection of its bid, contending that its short bid acceptance period was a minor formality that did not require bid rejection. GAO held that the: (1) protester's bid acceptance period was less than the 60 days required by the solicitation; (2) protester's bid was nonresponsive and could not be corrected after bid opening; and (3) protester failed to state a valid legal challenge to the bid rejection. Accordingly, the protest was dismissed.
