Highlights

A firm protested an Air Force contract award, contending that: (1) after calculating its base bid plus all additive items, it submitted the lowest bid; and (2) the Air Force improperly determined that the awardee was the lowest bidder. GAO held that: (1) both bidders exceeded the available funds when the last additive item was included in their bid price; (2) the Air Force reasonably determined that the awardee was the low bidder based on its base bid and two additive items; and (3) there was no valid basis for protest. Accordingly, the protest was dismissed.
