DECISION

Systems Research Company (SRC) protests the Department of the Navy's actions under Small Business Innovation Research Program solicitation No. 94.2. SRC submitted an unsuccessful proposal.

We dismiss the protest as premature.

SRC does not challenge the evaluation; indeed, it appears SRC could not do so, since it does not possess information showing the basis for the decision not to make award to SRC. Rather, SRC protests on two grounds: (1) the agency never acknowledged receipt of its proposal; and (2) no copies of the technical reviews of SRC's proposal have been furnished to SRC to explain why the firm's proposal received a lower evaluation rating than other proposals.

First, the fact that the agency may not have acknowledged receipt of SRC's proposal is an administrative oversight that does not provide a basis for sustaining a protest. The agency did ultimately notify the firm that after careful evaluation its proposal was not selected since other proposals received higher scores.

Further, the fact that copies of the technical reviews of the firm's proposal have not been received is not a basis for protest. There is no indication that the Navy has refused to furnish the reviews, and since these reviews would set forth the basis for evaluating SRC's proposal, any challenge to the evaluation results is premature until SRC seeks and reviews this information.

The protest is dismissed.
