A firm requested reconsideration of its dismissed protest of an Air Force solicitation. GAO had held that the protester untimely filed its protest after bid opening. In its request for reconsideration, the protester contended that the low bidders used the solicitation's inappropriate wage rates and, therefore, were not responsible or responsive. GAO held that: (1) the protester should have raised the issue of the other bidders' use of the inappropriate wage rate during its initial protest; (2) it would not consider matters of bidder responsibility; and (3) there was no evidence that other bids were nonresponsive, since none took exception to the solicitation's specifications. Accordingly, the request for reconsideration was denied.
