A firm protested an Army Corps of Engineers contract award for power plant rehabilitation services, contending that the Corps: (1) should have rejected the awardee's bid, since it did not meet the solicitation's technical specifications; and (2) improperly relaxed the solicitation requirements for the awardee. GAO held that the: (1) protester untimely filed after bid opening its protest regarding the subcontractor's equipment; and (2) protester was not sufficiently interested to protest the award, since it would not be in line for award even if its protest were sustained. Accordingly, the protest was dismissed.
