A firm protested the Defense Logistics Agency's (DLA) modification of a solicitation for the sale of surplus government property, contending that DLA improperly removed one item from the sale after bid opening in order to permit another bidder to submit a timely bid. GAO held that DLA properly cancelled the sale after bid opening to: (1) enhance the competition among all bidders; and (2) clarify instructions for the submission of all bids, since facsimile bidders enjoyed an unfair competitive advantage. Accordingly, the protest was dismissed.
