[Protest of USDA Contract Modification]

A firm protested the Agricultural Research Service's contract modification after award. GAO held that the matter: (1) was not subject to GAO review; and (2) should be resolved pursuant to the contract disputes clause. Accordingly, the protest was dismissed.
