A firm protested an Agency for International Development (AID) contract award for plastic sheeting, contending that: (1) AID improperly evaluated the awardee's bid only for price; and (2) the awardee was not a responsible contractor. GAO held that: (1) the solicitation did not require product evaluation prior to the contract award; (2) AID properly awarded the contract based on the lowest-priced bid; and (3) it would not review the affirmative responsibility determination, since there was no evidence of fraud or bad faith. Accordingly, the protest was dismissed.
