[Protest of FHwA Bid Rejection]

A firm protested the Federal Highway Administration's (FHwA) rejection of its bid, contending that FHwA lacked adequately experienced personnel to evaluate its bid. GAO held that the protester untimely filed its agency-level protest more than 10 days after it knew the basis of protest. Accordingly, the protest was dismissed.
