The Federal Aviation Administration (FAA) requested a decision on whether it could pay the travel expenses of the spouses of employees attending cross-cultural training programs at various overseas locations. GAO held that FAA could pay for the spouses' travel expenses, since their presence at FAA-sponsored cross-cultural training events represented a direct benefit to the government. Accordingly, the claim was allowed.
