A firm requested reconsideration of its dismissed protest of a Navy solicitation for computer maintenance services. GAO had held that the protester: (1) untimely filed its protest more than 10 days after it learned the basis of protest; (2) was not sufficiently interested to protest the solicitation. In its request for reconsideration, the protester contended that the prior decision was based on the erroneous assumption that it could not compete for the requirement. GAO held that the protester was not sufficiently interested to protest the solicitation, since it did not submit a bid in response to the solicitation. Accordingly, the original decision was affirmed.
