[Protest of NASA Solicitation for Retrofit of Lighting Fixtures]

A firm protested a National Aeronautics and Space Administration (NASA) solicitation for the retrofitting of lighting fixtures, contending that: (1) the specifications unduly restricted competition; and (2) NASA should have rewritten the specifications to permit the use of reflectors. GAO held that: (1) NASA notified it of its intention to take the corrective action requested, which rendered the protest academic; and (2) it would not consider academic protests. Accordingly, the protest was dismissed.
