Highlights

A firm protested five Navy solicitations, contending that it should have been solicited for the requirements, since it was on the bidders' mailing list. GAO held that the protester: (1) failed to file written comments on the agency report within 10 days of the report due date for four of its protests; and (2) untimely filed the fifth protest more than 10 days after it should have known the basis of protest. Accordingly, the protests were dismissed.
