A firm protested the Department of Housing and Urban Development's authorization of a contractor's procurement of a software package, contending that the: (1) contractor was performing work that was outside the scope of its contract; and (2) order circumvented the requirement for full and open competition. GAO held that the protester untimely filed its protest more than 10 days after it knew or should have known its basis of protest. Accordingly, the protest was dismissed.
